| The city was incorporated on September 9, 1852. The first city council was elected and Benjamin F. Neal served as the first Mayor from 1852 to 1855.
The City Charter, a document establishing a City's principles, functions and organization of its government, was adopted in 1876. The city's first ordinance, adopted on January 15, 1879, made it against the law to let hogs and goats run loose in the city.
The development of the city council from 1852 to1904 varied from 10 to five council members, including the mayor. From 1909 to 1957, it was comprised of a mayor and five council members. From 1957 to 1981, it was comprised of a Mayor and six council members. In 1983, the city adopted the present Single-Member District system, which includes the Mayor, three At Large City Council Members, and five Single Member District members. Corpus Christi has a home-rule form of government, which was instituted in October 1944. Jack Speer was hired as City Manager on January 16, 1945.
