| STORM WATER QUALITY ORDINANCES |
There are a number of City Ordinances which relate to keeping storm water runoff clean. Although many of the ordinances may not specifically refer to storm water, the end result is that they address activities that can adversely impact storm water runoff. Several of these are associated with proper disposal of yard waste. Others have to do with disposal of pet waste, prohibition of sweeping or blowing grass clippings into the street, and littering. A brief description of the particular ordinances is provided below.
Article I., Sec. 49 - In General Article I, Sec. 49-10 Duty of abutting owners, etc., to keep sidewalks, curbs, and gutters clean. This is the ordinance that requires that sidewalks, curbs and gutters be kept clean. Article I, Sec. 49-11 Duty of abutting owners, etc., to keep right-of-way clean . This is the ordinance that prohibits the accumulation of solid waste on rights-of-way except when set out for collection.
Article II., Sec. 21 - Collection Services Article II, Sec. 21-12 Tree limbs, grass clippings, etc. (e.g., yard waste) . This is the ordinance specifying where yard waste may be placed. Article II, Sec. 21-13 Heavy brush and clean wood waste collection . This is the ordinance specifying where heavy brush and clean wood waste may be placed.
Article III., Sec. 23 - Unhealthful or Dangerous Conditions Article III, Sec. 23-63 Littering prohibited in public places . This is the ordinance prohibiting littering in public places.
Article VI., Sec. 6 - Care and Keeping of Animals Article VI, Sec. 6-158 Animal waste . This is the ordinance which requires pet owners to remove pet waste from public and private property.
Article XVI., Sec. 55 - Prohibition of Pollution of the Municipal Separate Storm Sewer System (MS4) Article XVI, Sec. 55-203 Prohibited discharges into the MS4 . This ordinance specifically prohibits intentionally sweeping or blowing grass clippings into the streets or gutters. It also essentially prohibits everything except rain from entering the MS4 (Municipal Separate Storm Sewer System).
